Whether traffic will be shielded, whether we won't be able to take our cars into the centre, whether there will be more traffic jams, whether pollution will be reduced in the city... Well, this article comes precisely to clear up doubts, fears or uncertainties about <strong>Madrid Central<\/strong>, as it has been christened by Madrid City Council. But what exactly is it and why is it being set up?<\/p>\n<h2 style=\"text-align: justify;\"><strong>Background<\/strong><\/h2>\n<p style=\"text-align: justify;\">In order to explain these measures of the municipal government, we have to go back to 2008, when the <strong>European Air Quality and Climate Change Directive<\/strong>\u00a0approved a regulation that all EU countries had to comply with regarding NO2 levels. Since then, Madrid has been failing to comply with the nitrogen dioxide values set by Europe. In 2015, the European Commission sent a letter to the Spanish Ministry of Foreign Affairs warning of the serious pollution situation in Madrid and the metropolitan area of Barcelona. The so-called \u201cFormal infringement procedure\u201d is then initiated. The Spanish government asks the Madrid corporation to put in place a solution for the non-compliance with European regulations.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1155 size-full\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Vista-general-de-coches-atasco-por-carretera-Madrid-2.jpg\" alt=\"Traffic jam at the Marid entrance to the M-40\" width=\"667\" height=\"1000\" srcset=\"https:\/\/www.madridactiva.es\/wp-content\/uploads\/Vista-general-de-coches-atasco-por-carretera-Madrid-2.jpg 667w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Vista-general-de-coches-atasco-por-carretera-Madrid-2-200x300.jpg 200w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Vista-general-de-coches-atasco-por-carretera-Madrid-2-280x420.jpg 280w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Vista-general-de-coches-atasco-por-carretera-Madrid-2-640x960.jpg 640w\" sizes=\"auto, (max-width: 667px) 100vw, 667px\" \/><\/p>\n<p style=\"text-align: justify;\">For its part <strong>WHO, UN-HABITAT and the Climate Coalition<\/strong> warn of a serious health problem in Madrid caused by high levels of pollution. According to these organisations, nitrogen dioxide (NO2) comes mainly from vehicle combustion.<\/p>\n<p style=\"text-align: justify;\">For its part, the Madrid City Council is setting up a <strong>Air Quality and Climate Change Plan<\/strong> that has been the talk of the town.<\/p>\n<h2 style=\"text-align: justify;\"><strong>What is Madrid Central?<\/strong><\/h2>\n<p style=\"text-align: justify;\">As of 30 November 2018, the following will commence operations <strong>Madrid Central<\/strong>. It is a measure of the Madrid City Council to reduce the high levels of pollution that are being recorded in the city. To this end, a series of traffic restrictions have been established in the centre of the capital.<\/p>\n<h3 style=\"text-align: justify;\"><strong>Perimeter of Madrid Central<\/strong><\/h3>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1271 size-full\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Calle-c\u00e9ntrica-Madfid-con-se\u00f1alizaci\u00f3n-APR.jpg\" alt=\"Car-free street in the centre of Madrid. It includes the <strong>4 current RPAs,<\/strong> which are Residential Priority Areas, i.e., <strong>Palace, Sol, Embajadores and Cortes.<\/strong> And as a new feature, the <strong>Justice and University districts.<\/strong> But perhaps what Madrid residents are most interested in knowing is which streets will be affected and how it will affect their daily lives. Here is a breakdown of the perimeter of Madrid Central with the names of the streets that make it up:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Alberto Aguilera<\/li>\n<li>Ruiz Gim\u00e9nez roundabout<\/li>\n<li>Carranza Street<\/li>\n<li>Bilbao Roundabout<\/li>\n<li>Sagasta Street<\/li>\n<li>Alonso Mart\u00ednez Square<\/li>\n<li>Genova Street<\/li>\n<li>Plaza de Col\u00f3n<\/li>\n<li>Paseo de Recoletos<\/li>\n<li>Plaza de Cibeles<\/li>\n<li>Paseo del Prado<\/li>\n<li>C\u00e1novas del Castillo Square<\/li>\n<li>Plaza del Emperador Carlos V<\/li>\n<li>Ronda de Atocha<\/li>\n<li>Ronda de Valencia<\/li>\n<li>Glorieta de Embajadores<\/li>\n<li>Ronda and Glorieta Puerta de Toledo<\/li>\n<li>Ronda de Segovia<\/li>\n<li>Cuesta de la Vega<\/li>\n<li>Main Street<\/li>\n<li>Bail\u00e9n Street<\/li>\n<li>Plaza de Espa\u00f1a<\/li>\n<li>Princesa Street<\/li>\n<li>Serrano Jover Street<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">On these streets and within the perimeter of Madrid Central, access and circulation will only be allowed to vehicles that have the corresponding permit, although there are some sections where it will be possible to circulate. These are as follows:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Santa Cruz de Marcenado Street<\/li>\n<li>M\u00e1rtires de Alcal\u00e1 Street<\/li>\n<li>Gran V\u00eda de San Francisco Avenue<\/li>\n<li>Bail\u00e9n Street<\/li>\n<li>Algeciras Street<\/li>\n<li>Cuesta Ram\u00f3n<\/li>\n<li>Ventura Rodr\u00edguez Street to Duque de Liria Street<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">But what are these access criteria?<\/p>\n<h2 style=\"text-align: justify;\"><strong>Vehicles that will be able to access<\/strong><\/h2>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1272 size-full\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles.jpg\" alt=\"Bicycles and cars circulating in Plaza de Cibeles\" width=\"1000\" height=\"667\" srcset=\"https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles.jpg 1000w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles-300x200.jpg 300w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles-768x512.jpg 768w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles-630x420.jpg 630w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles-640x427.jpg 640w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Veh\u00edculos-y-bicicleta-circulando-plaza-Cibeles-681x454.jpg 681w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h3 style=\"text-align: justify;\"><strong>Unrestricted<\/strong><\/h3>\n<p style=\"text-align: justify;\"><strong>The municipal government's Plan A<\/strong> establishes three broad groups that will not be restricted.<\/p>\n<ul style=\"text-align: justify;\">\n<li><b><strong>Residents. <\/strong><\/b>All those registered in the neighbourhoods that make up the Great Residential Priority Area will be able to access and park inside. Guests will also be able to do so, after notifying the City Council. Each registered person will have 20 one-day invitations per month. These vehicles may park in the SER zone for a maximum of 2 hours or in a private car park.<strong>\u00a0<\/strong><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><b><strong>VTC (tourist vehicles for hire with driver), Taxis and Carsharing. <\/strong><\/b>They will be able to enter as long as they meet the requirements of the DGT environmental labels. Without badges, they will not be able to enter. They will also be able to park in the SER zone.<strong>\u00a0<\/strong><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><b><strong>Reduced Mobility. <\/strong><\/b>Access will be open to people with any vehicle, regardless of its environmental label. To do so, they must provide their number plate to the Consistory.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Other vehicles:<\/strong> those performing public services, health professionals, vehicles with foreign and diplomatic number plates, public works and public administration vehicles.<\/p>\n<p style=\"text-align: justify;\">Motorbikes, mopeds and three-wheeled vehicles, with or without a DGT sticker, will also be allowed access for those who are registered.<\/p>\n<p style=\"text-align: justify;\">In addition, bicycles and scooters are allowed to access and circulate, according to the provisions of the <a href=\"https:\/\/www.madridactiva.es\/en\/como-moverse-por-madrid-a-partir-de-ahora\/\">sustainable urban mobility regulations, recently approved by the City Council.<\/a><\/p>\n<p style=\"text-align: justify;\">The Madrid City Council has created a total of 5,946 underground parking spaces in the area designated as Madrid Central.<\/p>\n<h3 style=\"text-align: justify;\"><strong>According to the DGT stickers<\/strong><\/h3>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/www.madridactiva.es\/en\/nuevo-protocolo-anticontaminacion-en-madrid\/\">The Directorate General of Traffic has established colour-coded environmental labels to determine which vehicles are polluting and which are not.<\/a>. Depending on this badge, access to Madrid Central will be possible or not.<\/p>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>Blue Label vehicles<\/strong>. They will be able to access and park without any problem.<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1160\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Etiqueta-Cero-DGT.jpg\" alt=\"DGT Zero Label\" width=\"224\" height=\"226\" srcset=\"https:\/\/www.madridactiva.es\/wp-content\/uploads\/Etiqueta-Cero-DGT.jpg 224w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Etiqueta-Cero-DGT-150x150.jpg 150w\" sizes=\"auto, (max-width: 224px) 100vw, 224px\" \/><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><b><strong>Vehicles with a green or yellow sticker. <\/strong><\/b>They will only have access to park in garages.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1162\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/etiqueta-verde-DGT.jpg\" alt=\"Green environmental label DGT\" width=\"224\" height=\"221\" \/><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1163\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/etiqueta-amarilla-DGT.jpg\" alt=\"DGT Yellow Environmental Sticker\" width=\"216\" height=\"219\" \/><\/p>\n<ul style=\"text-align: justify;\">\n<li><b><strong>Vehicles with a green-blue sticker. <\/strong><\/b>They will be able to access and park in the SER zone for a maximum of two hours.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1161\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/etiqueta-ECO-DGT.jpg\" alt=\"DGT ECO label\" width=\"209\" height=\"218\" \/><\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>No stickers. Attention drivers... No entry allowed!<\/strong><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Phases of Madrid Central<\/strong><\/h2>\n<p style=\"text-align: justify;\">The main phases for implementing the <strong>Air Quality Plan A, <\/strong>will be:<\/p>\n<p style=\"text-align: justify;\">- <strong>November 2018<\/strong>. At the end of this month Madrid Central comes into operation. From now until February 2019, traffic will be regulated without fines. There will be control with video surveillance cameras and informative controls by the municipal police and mobility agents.<\/p>\n<p style=\"text-align: justify;\">- <strong>January 2019.<\/strong> A two-month trial of the computerised fine management system begins. From this moment on, a letter will be sent to those who do not comply with the regulations, informing them of the infraction, but without consequences.<\/p>\n<p style=\"text-align: justify;\">- <strong>February 2019. <\/strong>Sanctions are coming, <strong>with fines of EUR 90<\/strong> those in breach of the rules.<\/p>\n<h2 style=\"text-align: justify;\"><strong>Pedestrian Madrid<\/strong><\/h2>\n<p style=\"text-align: justify;\">The changes that Madrid is undergoing as a sustainable city culminate in the further pedestrianisation of the city.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1273 size-full\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras.jpg\" alt=\"Gran V\u00eda in Madrid with fences on the pavements\" width=\"1000\" height=\"666\" srcset=\"https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras.jpg 1000w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras-300x200.jpg 300w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras-768x511.jpg 768w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras-631x420.jpg 631w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras-640x426.jpg 640w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Gran-V\u00eda-madrilea-con-vallas-aceras-681x454.jpg 681w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h3 style=\"text-align: justify;\"><strong>Gran V\u00eda<\/strong><\/h3>\n<p style=\"text-align: justify;\">One example of this is the work being carried out on the Gran V\u00eda. Although the lanes for vehicles are not going to disappear, priority is being given to pedestrians and bicycles, widening the spaces to facilitate their circulation. Thus, the pavements on this main thoroughfare are widened by between 2.6 and almost 3.5 metres, depending on the section. The area gained for pedestrians will be 6,800 square metres.<\/p>\n<h3 style=\"text-align: justify;\"><strong>\u00a0Plaza de Espa\u00f1a<\/strong><\/h3>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1225 size-full\" src=\"https:\/\/madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a.jpg\" alt=\"Plaza de Esp\u00f1a with statues of Cervantes, Don Quixote and Sancho Panza\" width=\"684\" height=\"1000\" srcset=\"https:\/\/www.madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a.jpg 684w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a-205x300.jpg 205w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a-287x420.jpg 287w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a-640x936.jpg 640w, https:\/\/www.madridactiva.es\/wp-content\/uploads\/Plaza-de-Espa\u00f1a-681x996.jpg 681w\" sizes=\"auto, (max-width: 684px) 100vw, 684px\" \/><\/p>\n<p style=\"text-align: justify;\">This is the other major axis of the city that will become pedestrianised. The pavements on Princesa and Gran V\u00eda streets facing this square will be widened. A cycle lane and a cycle lane, limited to 30 km per hour and shared with cars, will be added. This will link Madrid R\u00edo with Gran V\u00eda via Plaza de Espa\u00f1a. The side of the Madrid Tower will have no lanes for vehicles and will be a pedestrian walkway, connecting Calle Ferraz with Calle Princesa. In addition, the Consistory plans to remove the tunnel on this street that connects with Calle Bail\u00e9n and the Extremadura motorway.<\/p>\n<p style=\"text-align: justify;\">This is the macro project that is being executed in the very centre of Madrid under the name of <strong>Central Zero Emission Area.<\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>Mucho se est\u00e1 hablando de c\u00f3mo quedar\u00e1 el centro de\u00a0Madrid a partir de diciembre.
